12. Gary

Most notably seen in Get Santa and as the actor playing Tyrion Lannister in the street players' company, Leigh Gill isn't a particularly well-known actor and he gets a slightly unfair deal in Joker. Presumably included as a means to show Arthur's affinity for other people who face struggles, Gary is a dwarf who works for the same clown company as him.

Unfortunately, any attempt at drawing lines between the two is undone pretty horribly by the script's insistence on jokes at his expense. Obviously, there's some intention to just reflect how awful Gotham's people are generally, but it's a shame they went this way.

And equally unfortunately, when Gill is asked to be the reaction gauge to one particularly brutal scene, his acting is... not good.
