6. Ra's Al Ghul

Ra's al Ghul was already heavily used in Christopher Nolan's Dark Knight trilogy, so his inclusion in Justice League this soon is highly unlikely, especially with the character set to be the "big bad" of Arrow's third season. However, as one of the Justice League's more famous and powerful adversaries, there's no way he doesn't make our list. While traditionally known as a Batman villain, Ra's has often been a thorn in the side of the Justice League, and often succeeds in tearing the group apart. One could easily see the JLA: Tower of Babel storyline adapted to live-action, where Ra's taps into Batman's contingency plans against the JLA, which includes a list of all of their weaknesses. He doesn't succeed in destroying the League, but does get Batman kicked off of the team. We're already getting a new Batman, only a few years from the end of the Dark Knight trilogy. So, why can't we get a new Ra's?
