Right at the start of the movie, Richard Jenkins almost completely pointless Senator character turns up to let everyone know that the government aren't really bothered about Monarch's missions. Even though they could just show them the evidence of the monsters they have.

He justifies the government's priorities lying elsewhere by talking up the disastrous end of the Vietnam war, saying there will never be as screwed up a time in Washington... Yeah, good one guys.
