8. Whitney Frost

Let's face it, the second season of Agent Carter - in which Whitney Frost served as the primary villain - was a step down from the tightly-focused first season. It was still enjoyable, of course, but it wasn't as consistent as its predecessor from beginning to end, and that's a fact that holds true for Frost herself.
Throughout the season, we learned a lot about Frost's background and character, a woman with so much possibility repeatedly forced to believe that a woman's beauty is more important than her brains. When the Zero Matter became a part of her, she used it to start turning the tables on everyone who had held her down simply because she was a woman, but in time it began to drive her mad, and her actions involved killing quite a few people and shooting Ana Jarvis before achieving her goal of opening up another Zero Matter rift.
For the most part, she made an engaging villain, with actress Wynn Everett doing a lot to give Frost an air of unpredictability, armed with a moral compass that seemed to swing in a random direction at any given moment. Unfortunately, though, going back to the consistency issue, the final showdown with her was somewhat of a letdown, not quite paying off how powerful she was - or could've been - becoming, but putting that aside, she still stands as a high point of the season, particularly for the drama that came out of her shooting of Ana.
