3. Make Him Accept A Punishment Willingly

Loki has already been punished for his actions in the Avengers movie. After he was apprehended by the titular team, Thor took him back to Asgard and had him locked up in the dungeons there, where he begrudgingly served his sentence (well, until his unexpected escape). But it's about time he served a more severe sentence. His actions resulted in the deaths of thousands of innocent human civilians and the only thing that happened to him in return was being placed in solitary confinement - and he clearly didn't think he deserved to be there. If he sees the error of his ways and willingly accepts a punishment more fitting of his crimes - being completely depowered, for example - he'll be well on the road to redemption.
