10. The Illuminati

The groundwork for Civil War, as well as World War Hulk and even much of the current Avengers story material was laid in the 2006 issue of The Illuminati. Seven of Marvel's most influential figures gathered in secret to discuss forming a group that would hold clandestine meetings and influence the direction of the world. Iron Man, Reed Richards, Dr. Strange, Professor Xavier, Namor, Black Bolt and Black Panther voted on the idea, with all but T'Challah going along with it. The issue ended with the group deciding to blast Hulk into space to avoid any more rampages that cause civilian casualties. Namor takes exception to this and he and Stark have a brawl before he leaves, warning them all than Hulk will return and seek vengeance. The problem with this is twofold: 1. Presenting these characters in this light goes against much of what Marvel Studios has worked so hard to establish, which is the light-hearted tone of their heroes, shunning the DC approach of more dark, angst-filled stories; and 2. Professor Xavier and Mr. Fantastic are not available due to studio rights issues, and the MCU hasn't established any characters significant enough to replace them with.
