16. Scarlet Witch (Pro-Registration)

Invariably, Scarlet Witch sides with her brother - at least in the comic books - as a member of the X-Men. We see no reason why the Marvel Cinematic Universe version of the character won't do the same. Again, as an easily-led youngster, it is far more likely that she will find Tony Stark to be cooler than Steve Rogers in any case, so that on top of the fact that her brother will want to join his team will ensure she does too. Stark is more likely to take advantage of the naivety of the two powerful twins, whereas Rogers is more likely to be willing to let people decide for themselves which side they want to be on. They will surely end up on Stark's side.
