9. General Ross Forms The Thunderbolts - Avengers: Infinity War

The Prediction

Enraged by Tony Stark's inability to control the rogue Avengers under Cap's leadership during the events of Civil War, General Ross decides to take matters into his own hands, putting together a team of villains to be superhero hunters and round up the remaining unregistered heroes.

It's not like Ross is just going to drop the Accords, after all, and he's run out of heroic characters to work for him now that Tony has seen the light, Spidey's returned home, Black Widow is underground, War Machine is retired and the Vision is Stark's right-hand guy. Villains are his only choice.

The Implications

This would be the best way to continue the Civil War story arc without having to have heroes fighting amongst each other: if Infinity War introduces the Hero Hunters iteration of the Thunderbolts (under Ross' command, rather than Tony Stark's), we could see the likes of Zemo, Abomination, Justin Hammer and even Batroc reintroduced as a team to add a complex sub-plot to the main events.

We're going to have to see Civil War still raging somehow, and this seems like the best way without splintering the heroes too much.
