After his defeat at the end of The Avengers, Loki's story was supposed to be done. At least for a little while, anyway. Initially, Tom Hiddleston's villain wasn't supposed to be involved at all, in actual fact.

The plan was to have far greater focus on Malekith and the Dark Elves, which might go some way to accounting for why they didn't quite work in the end?

Loki was just too popular after The Avengers not to use though, so the script was rewritten to give him a significant role in the sequel. In the director's commentary for the film, Kevin Feige says that by the end of the third Thor movie, you'll realise that it was a Loki trilogy all along.
