It's been heavily circulated for a while now that Marvel Studios are keen on Norman Osborn. He's said to fill a pivotal role in Phase Four as an antagonist not just for Spider-Man, where he's most commonly known as the Green Goblin, but to the Avengers too. This is actually where the bulk of his story-arcs have focussed on over the last decade too, with Osborn's tenure as head of S.H.I.E.L.D. (renamed H.A.M.M.E.R. under his leadership) known as Dark Reign.

Multiple sources have ran with the idea that Osborn will be Phase Four's principle antagonist, including Daniel R among others, but none have so far claimed that he could be referenced as soon as Spider-Man: Far From Home. ScoopMaster, naturally, begs to differ.

In that same Reddit threat, the self-proclaimed master of the scoops claims that Osborn will be introduced in Far From Home - probably in the same way Thanos was at the end of 2012's Avengers - and that the reason why Marvel have been reticent to reveal details about Phase Four is because Norman is instrumental to their plans.

It wouldn't be out of the question for Osborn to appear in the next Spider-Man film, but given the same post mentions how Marvel won't announce who they've cast for him until SDCC later that month, it's fair to say the character's status remains elusive.
