53. Zemo (Daniel Bruhl) - The Falcon And The Winter Soldier

While Marvel likes to bring back villains, Helmut Zemo will be the first to actually break out of captivity to continue his reign of terror and it's definitely an intriguing development. It appeared that his story was over at the end of Captain America: Civil War as he believed he had destroyed the Avengers from the inside, but when his suicide attempt was foiled by Black Panther he will have learned of the turn of events that brought them back together.

The specifics of his plot in The Falcon & The Winter Soldier is a little unclear, other than more vengeance, but you have to suspect he's back to further challenge the sanctity of superheroism. And his new comics-accurate look probably suggests he's got more extreme methods on his mind.
