Agent Coulson would be so easy to unveil as a Skrull that it would almost feel lazy to do so. But the idea is so hard to resist precisely because of his suitability as a candidate, and how valuable he would be as a strategic target to the Skrulls.

Given his level of clearance, and his enforced removal away from the Avengers, he would be an ideal candidate for replacement, able to keep an eye on SHIELD, on Nick Fury and on anyone directly working with the Avengers, and would represent a front-line monitoring service.

Though his removal from the MCU in The Avengers makes him a little less impactful, it's likely that Agents Of SHIELD will echo the big screen take on Secret Invasion in some way, and they're going to need big reveals even more than the Avengers to really sell the story. And in that world, you don't get much bigger.
