Much of Minions is set in London and the film thus makes a lot of jokes based around English stereotypes, chief among them that Brits love to drink tea. Everyone, from people on the street to police involved in a high-speed pursuit are enjoying a cuppa. That's not the only form of refreshment that gets a nod though - during the carriage chase sequence, an advert for a new-fangled drink, coffee. It's a send-up of the whole tea idea that is rather historically well-timed. The background of Minions has lots of billboards, but few are actually used for a running joke like this.
