9. The Mad Hatter
Jervis Tetch, also known as the Mad Hatter, is a villain inspired by a character of the same name Lewis Carroll's Alice in Wonderland. Tetch commits crime primarily through use of mind-control devices, which are usually in the shape of playing cards. Over the years, he has become a much darker and sadistic character, even going as far as to manipulate others into committing suicide.
Why we shouldn't expect them: The Mad Hatter, while definitely becoming more respectable in the past few years, is simply far too gimmicky to work well in a film. On one end, we'd have a character that would probably draw too many comparisons to Johnny Depp's performance in the mediocre Tim Burton film. On the other, we'd have a mass murderer that would be probably be too dark for Warner Bros own tastes. Either way, it probably wouldn't go over well with audiences or fans.
