Guardians 3 used to be a dead cert after runaway success lead to a sequel only three years later, but thanks to James Gunn being let go from Marvel and then re-hired, he picked up a Suicide Squad reboot in between.

Simply because that's what he's working on right now - and the turnaround between SS and getting the gang back together for the next full Guardians film - it makes sense to delay everything out of Phase 4, and return with a bang in Phase 5.
