22. Emile Locque (For Your Eyes Only, 1981)
For a mute, octagon-spectacled assassin, Emile Locque leaves quite a mark on James Bond.
Where most henchmen, even the better ones, are usually treated as obstacles to be overcome when and wherever they show up, Bond has a personal beef with Locque.
It's his murder of Bond's Italian ally Ferrara - as well as his role in the death of brief Bond Girl Lisl - that provokes the darkest scene of Roger Moore's era. In much the same way as Kerim Bey took personal charge of executing Krilencu in From Russia With Love almost 20 years prior, James Bond isn't about to let someone else have the honour of killing Locque.
After chasing Locque out of an Albanian warehouse, Bond specifically refers back to the assassin's trademark white dove pin that had been left with Ferrara's body - before coldly avenging his murdered colleague by kicking the trapped Locque's car off a cliff.
Sir Roger Moore himself was said to be uncomfortable with the brutality of the scene - but then, James Bond has never been one to stand idly by and let killers off the hook; particularly not when they've murdered his allies.
