The Rev-9 wasn't made by Skynet, as it didn't exist in the Terminator: Dark Fate timeline. Instead, humanity came to blows with Legion. In many ways, the Rev-9 is two Terminators for the price of one. It features an Internal chassis capable of sloughing off its liquid metal to form a second Terminator.

Like the T-X and T-1000, the Rev-9 is covered in an advanced mimetic polyalloy, but unlike the T-X, it can completely remove the alloy from the endoskeleton to operate remotely. While separated, the endoskeleton functions like a tank while the "skin" behaves more like a T-1000.

The CPU of a Rev-9 is highly advanced over its Skynet counterparts in that it can demonstrate more human-like behavior. It can lie, brag about something, and it even has a sense of humor. This helps it to better infiltrate and exist among humans without giving itself away as a Terminator.

When operating as a solid unit, the Rev-9 has shown an ability to withstand a tremendous amount of firepower with minimal to no damage. Unlike the T-X, it doesn't carry advanced weaponry, though its entire body is one. It can form numerous stabbing weapons, staff weapons, and tentacle-like tendrils capable of crushing a target.
