Having spent decades in hiding on the planet Exagol, Palpatine was able to amass a Sith Fleet of Star Destroyers, using his cult of followers.
Over the 30 years Darth Sidious spent in hiding, he was able to create an entire fleet of ships that were capable of destroying entire planets. With each Star Destroyer possessing a cannon that had the same power as the Death Star, this fleet would have been able to hold billions of people hostage or worse, could murder billions.
If Obi-Wan could sense the disturbance in the Force from the lives lost on Alderaan, then if the Sith Fleet was let loose on the galaxy the damage would be catastrophic. The danger to life, and the Resistance lives lost during the final battle on Exagol ensures that the creation of this fleet of world-destroyers really is one of the most evil things Palpatine has done.
