7. Governor Tarkin
Well, this was a surprise. Although there'd long been reports that Rogue One was looking to bring back Wilhuff Tarkin - and, more ambitiously, Peter Cushing (who sadly died in 1994) - there hadn't been any confirmation. And, if he did appear, surely it'd just be a cameo.
Instead Tarkin serves as a fairly big antagonist here, both for the Rebels and for Orson Krennic.
The CGI isn't perfect, but it's still an impressive achievement, and looks convincing enough that it works. That's especially the case since the character hasn't missed a beat, still the same stern headmaster-type figure he was before, and a wonderfully sinister presence in his dealings with Krennic and the way he doesn't think twice about destruction.
Given the character is a big part of A New Hope, they needed to get him right here, and they do exactly that.
