12. Finn
Strictly speaking, Finn should be an excellent soldier as his baseline, as he was bred for battle by his First Order conditioning (even if he's also trained for sanitation duties, according to his own story). And indeed, his biographical details suggest he was held in high regard as a trooper - which presumably meant he just missed his shots most of the time and not all.
He's a talented gunner - both on the TIE he escapes the Order in and on the Falcon - and he has one of the most powerful assets in the Star Wars galaxy - lots and lots of heart. He's the archetypal underdog, who bites back at the First Order and somehow survives.
And his combat training is so useful that he's able to wield a lightsaber without any specific training, and manages to injure Kylo Ren in the process, which is almost unthinkable (and prompted lots of suspicions that he is Force sensitive). He's probably not, but he's no push-over.
