Yes, that is Luke Skywalker standing beside his old buddy R2-D2 amidst the flames and, yes, it is apparently from The Rise of Skywalker. As per their own rundown of what's in the story, "Vanity Fair has an exclusive first look at how the late Luke Skywalker - shadowed, as ever, by R2-D2 - will appear in Episode IX."

The wrinkle here is that, well, Luke died in The Last Jedi, but he's not looking much like a Force Ghost here.

The image does actually look like it could be taken from Episode VIII: the setting is very reminiscent of the flashback to Luke watching his Jedi Academy burn down, so does that mean we're flashing back to that event once again? And if not, then just what are we seeing here? The reveal of Luke only opens more questions.
