Suicide Squad: 30 Easter Eggs & References You Must See

There are actually two actors in Suicide Squad who have now played Rick Flag. Obviously Joel Kinnaman "acts" as him for David Ayer, but in the opening meeting between Amanda Waller and her two government associates (including Stranger Things' David Harbour), an older Flag appears.

The third in their group is Ted Whittall, who plays Admiral Olsen (basically a narrative device to allow Waller to boast of Task Force X while she eats messily), who previously played Flag on the final season of Smallville.
