The establishing scene that shows The Joker "reconditioning" Harley by way of torture borrows a couple of reference points from pop culture.

First, of course, The Joker's delightfully creepy line "I'm not gonna kill ya... I'm just gonna hurt ya... really, really bad" is an homage to Jack Nicholson's basically inverted line in The Shining:

"Wendy? Darling? Light, of my life. I'm not gonna hurt ya. You didn't let me finish my sentence. I said, I'm not gonna hurt ya. I'm just going to bash your brains in!... Gonna bash 'em right the f*ck in!"

In terms of specific Batman lore, the scene also borrows imagery from The Joker's torture of Tim Drake in Batman Beyond: Return of the Joker...
