A much simpler explanation (and another which has actually been rumoured to be the case) is that Batman breaks into Belle Reve and confronts Amanda Waller about Task Force X. As the Caped Crusader is likely the one responsible for putting at least some of the team in jail, them being released and allowed to roam the streets to fight crime in a brutal manner isn't going to go down well with Gotham City's vigilante. Waller isn't easily intimidated, so a scene like this could do her wonders as she refuses to back down when he confronts her. Batman doesn't have to have a major role in Suicide Squad, so a cameo like this would make sense even if it boils down to him warning Waller that he will come for her and her team if they cross the line. It's been said that Suicide Squad takes place before Batman v Superman, so it should be interesting to see how different Batman is before he meets Superman. Alternatively, as Ben Affleck has been spotted on set in a suit and tie, it's possible that Bruce Wayne will confront Waller. There may even be a chance Waller will know he's Batman.
