4. Harley Quinn

By rights, Harley Quinn should be at the top of this list, but her Suicide Squad appearance is definitely a disappointment. Expecting a jester's outfit or corset would have been silly, but Margot Robbie's take looks like the many cosplayers who have taken Harley's comic book look and grounded it into an easy-to-put-together costume. This doesn't do her justice! The "Prankster" t-shirt is a bit on the nose, as is the fact that the jacket reads "Property of Joker" on the back. The make-up, hair, and "Puddin" tattoo definitely win this version of Harley some points though, and she at least stands out from the rest of the Suicide Squad. It's just a shame that it looks like it could have been made by even the most basic cosplayer.
