Unthinkably, David Ayer didn't seem to think that having Deadshot's motivation of his daughter was enough of an emotional element, and decided to smush the two least charismatic characters on his list together and hope their romance stuck.

Flag is an absolute cliche - a grunting, semi-haunted (but with no hint why) douchebag authority figure who bends over for Amanda Waller and then proceeds to commentate on the action scenes like nobody can tell what's going on.
