8. Jonathan Crane (Scarecrow)

Okay, so maybe this one was obvious.

A psychiatrist employed by Arkham Asylum, Jonathan Crane has been walking the path to villainy since a young age. Coping with a traumatic childhood, Crane embraced the concept of fear and sought to understand it at a deeper level. Taking inspiration from a chemical used by his grandmother, Crane developed his own fear inducing toxin before adopting the moniker of Scarecrow.

The fear Prince of Panic took focus in the 2005 movie Batman Begins, as well as appearing in both of the Christopher Nolan sequels. With Batman having such a deep and intriguing list of villains, using Scarecrow as a central villain in the Matt Reeves movies may feel a bit redundant. Leaving him out of the universe entirely, however, would certainly be a missed opportunity.

Detailing his early years as an employee of Arkham while simultaneously illustrating his descent into the Scarecrow persona could be an interesting take on the character, separating him from his recent big screen incarnation. Having Jonathan Crane act as one of the primary psychiatrists in the show, studying other famous villains and finding inspiration in them would the perfect way to utilize him.
