There is a great opportunity for the next Batman film to extend the threat beyond just Gotham.

Anatoli Knyazev has potential to be used as a Russian agent sent to tamper with American political interests and national security. Gotham could remain the centre-stage for these attacks, but the ramifications could reach well beyond the city limits.

Knyazev has the skills to eliminate key political players in Gotham, bringing more chaos to an already chaotic city. Bruce Wayne's political allies could be in danger, making the KGBeast a dual threat. It would also give the film a chance to explore the Bruce Wayne side of Batman a bit deeper.

Anatoli would likely have to go without his prosthetic gun arm to maintain realism, but his success as an assassin would not have to be dulled. The Caped Crusader would have the ability to outmaneuver him after learning of his targets, but Knyazev would prove himself to be an intense challenge for Bats and a gritty, engaging villain for fans.
