7. Harvey Bullock - Paddy Considine
While Harvey Bullock may not be as important an element of the Batman mythos as his partner, the aforementioned James Gordon, the character is one which frequently appears in tales featuring the Dark Knight, having worked cases with or even having been impersonated by the vigilante, making him someone who should at least have some screen time in The Batman.
Seeing as how Rosie Perez will play Bullock's longtime partner on the force Renee Montoya, it stands to reason that he won't be far behind, with an appearance in either that film or Reeves' own likely on the horizon.
As for who should play him, Paddy Considine would be a wonderful choice. Much like Damian Lewis, Considine has portrayed many a lawman over the years, whether it be the incompetent detective seen in Hot Fuzz, or the anti-terrorism officer seen in Informer. The actor has displayed his talents for playing any and every kind of police officer, a trait that would most certainly suit a character such as Harvey Bullock.
