2. The Penguin - Samuel West

Alongside the Court of Owls, the Penguin has been the villain touted as the one who will be facing off against Batman in Matt Reeves' upcoming film, which is a pretty exciting prospect to contemplate.

The character has been around for decades, being a staple of the Dark Knight's rogues gallery and, as such, has appeared in just about every medium you can think of, meaning that you likely already know what he is about.

Cobblepot is a member of one of the founding families of Gotham (much like Bruce Wayne) but, due to the dragging of his family's name through the mud, has become a crime lord - at least in the majority of his depictions.

Now, while a great many may cite Danny DeVito's version of the character as the definitive take, the villain usually isn't as similar to the animal he is named after, meaning that a more realistic interpretation would do a lot to increase Penguin's status. Something that would definitely help in this regard would be casting someone such as Samuel West, who would be able capture the smarmy nature of the criminal, as he proved quite recently in Darkest Hour.

Plus, with West not looking as physically inept as previous versions of the character have been, he could also potentially provide a hand-to-hand challenge to the Bat, if the need arises.
