While having the Riddler, Penguin, Catwoman AND Mr. Freeze in one movie - not to mention the heroes as well - may seem like overkill, not all of them to appear throughout, as some of them could simply be used in a cameo capacity.

Much like Riddler, Freeze is yet to be done correctly onscreen, being turned into a dumb brute in the infamous Batman & Robin instead of the extremely intelligent, yet cold and calculating villain he usually is.

The character's physicality is also yet to be done right, with Arnie's take being a lot more muscular than the tall, slim build featured in the comics.

Someone who would definitely fit requirements for Victor would be Stephen Merchant, who could easily pull off the character's appearance with his height and affinity for white make-up (as proven by Logan), and the charm that he brings to his performances would make Freeze's icy personality seem a tad more likeable.
