3. Charles Dance - Moriarty

The double-crossing "Napoleon of Crime" sets up the League in the comics (as he did in the first film), but with the intention of shifting the balance in his gang war with Fu Manchu. He uses them to recover an anti-gravity mineral called Cavorite, which he uses to bomb London to destroy his rival before his duplicity is uncovered by the League and he's taken down.

He's an integral part of the League's history and formation, and you have to bet that his part in their origin is likely to be the main focus for the first film in the potential series, even if the shock factor will be entirely gone.

Who Should Play Him?

Sticking with the strong Game Of Thrones thread here, it's impossible to look past the deliciously voiced Charles Dance for the big bad, especially with his history of playing great villains.

The key for casting Moriarty is that he has to appear honourable to the League when he initially sets them up, as well as completely selling his double-cross. That requires something that only truly great British villain veterans can pull off, and few could do it as well as Dance.
