Morpheus explains to Neo the danger of the Agents for the first time while in the Woman in Red Dress Program. In the opening of this scene, you can clearly see a tall bespectacled man with slicked-back hair in a suit. Moments later, Neo is confused to see the same person in a police uniform.

When Morpheus freezes the program, you can clearly see multiple people in the crowd look exactly the same. So, what's going on?

Well, the directors hired a bunch of identical twins for the scene to highlight how the programmer hastily put the simulation together, copy-pasting the same models over and over.

It has nothing to do with the story but it's a nice Easter egg that viewers miss upon their first (or tenth) viewing. Most people don't notice because... well... they were looking at the woman in the red dress.
