The Star Wars universe, both canon and Legends, is a massively diverse and intricate organism. Where the canon follows the story put forth by the sequel trilogy, the Legends line shows off a different path for our heroes post-Return of the Jedi.
This is because the Legends canon was worked on by various creators over the space of about 25-years and included many different forms of storytelling.
So when Disney decided to get their money's worth from their four billion dollar purchase, they chose to go their own path and create a whole new canon for the new films. It included introducing all-new characters and even bringing in some Legends characters too to bulk up the universe they wanted to further build.
So, while shows like The Mandalorian have followed a more diverse route when it comes to establishing new characters, as well as giving us a few nods to other sources such as Ahsoka Tano, the films opted for an approach that was completely fresh.
