20. Joaquín Cosío - The Mayor

Not so long ago, there were some pretty arresting rumours that Benicio Del Toro was in line to play the villain of The Suicide Squad and it went on that he was being lined up to play The Mayor who was described as an "irascible old warrior who lives for war." Now that the castlist is out, that looks unlikely, but it doesn't mean the character won't still be involved.
The idea of him being the overall big villain seems a little strange, as you'd suspect Gunn would front-load a recognisable villain instead, but again, that doesn't rule our The Mayor being a key antagonist all the same.
Joaquín Cosío isn't hugely well-known outside of Mexico, but he did play Scorpion in Spider-Man: Into The Spider-Verse, so you know he's got an incredible voice and General Medrano in Quantum of Solace. So he has previous playing military leaders at least.

In his current role, Ewan incorporates his love of cinema, comic books, and history into written pieces and video essays for WhatCulture's Film & TV channel, as well as WhatCulture Gaming and WhatCulture Horror, with a particular focus on nineties-era Dad Movies, old school Westerns, and the Golden Age of Hollywood Noir. John Carpenter is his fave, and he thinks Batman Beyond should never have been cancelled.
