Between her debut in 2016, and the new life Joker breathed into the DC film world in 2019, Harley Quinn was easily the best character brought to life from the DC pages. With Arthur Fleck technically residing outside the DC Extended Universe, Harley is still the best character the franchise can boast.

The character that was actually first introduced in DC animation before any comic book was easily the best part of Suicide Squad in 2016, and was the star of the fun, empowering, and surprisingly good Birds of Prey.

In 2016, a big part of Harley's story was her relationship with the Joker. She was doing what she was doing for her Mr. J, and it went a long way to defining her character. Her journey in Birds of Prey however, freed her from any emotional connection going forward, hence her fantabulous emancipation.

For James Gunn's Suicide Squad, Harley has evolved beyond being Joker's girlfriend, and doesn't need any mention of the Clown Prince of Crown for her to maintain relevancy. The director called out Harley as the character he was most excited to write for, and there's no doubt he and Margot Robbie will take her to exciting new places in 2021.
