You know what you're getting with Loki: he's a snarky, duplicitous anti-hero with aspirations to be a straight villain (he killed Coulson, remember), who hates Thor and what he represents and who yearns for power. He's your typical Shakespearean manipulator, basically.

Thor: Ragnarok includes all of that, as you'd expect, but there's far more comedy and Loki isn't the infallible genius he's been painted as previously. He shows vulnerability and weakness and he's no longer even the most accomplished trickster in the room as Thor can now see through his billsh*t.

This new dynamic was necessary, given the rise of Hela, but it does come at a slight cost to Loki. Sure, he gets some great little moments, but he doesn't really serve the plot all that well and there's repetition in his arc that is a little jarring. But the pay-off of that is at least a little more unexpected.
