Why bother having a secure army base dug in with heavy artillery and a primed force of soldiers if you're going to have the most lazily lax security methods?

The army base where the Colonel holes up is suggested to be stronghold, and his personal army are obviously powerful and skilled enough to capture an entire herd of apes, and yet they barely even watch their own front door in broad day-light.

Had they stationed even one guard looking out from the main wall, they would have seen Bad Ape, Maurice and Rocket approaching out of cover. Had they stationed even one guard on the main gate, they would have noticed Nova walking in. Had they stationed even one guard on Caesar's cage, they'd have seen her feeding him, and would have caught her (stopping their Colonel contracting her virus).

But no, because narrative contrivance is alive and well in the film, nobody bothers to guard anything. Makes you wonder why Colonel McCullough's human enemies didn't simply walk quietly one by one through the main door and kill everyone in their sleep.
