In The Comics:

As far as publication goes, James "Jimmy" Woo is actually the oldest character featured in Ant-Man and the Wasp, beating out both Hank Pym and Janet van Dyne. This highly-skilled, clean-cut Chinese-American secret agent made his debut all the way back in Yellow Claw #1, which was published in 1956 by Atlas Comics, the company that would evolve into Marvel.

After the rebranding, Woo made a name for himself in the Agents of Atlas faction, as well as a notable member of S.H.I.E.L.D.

In The Film:

A much more lighthearted version of Jimmy Woo is portrayed on-screen by Randall Park. While the character hasn't lost his taste in suits or haircuts, he now leads a slightly more humble, comedic life as an FBI agent who has been tasked with monitoring Scott Lang during his house arrest following the events of Captain America: Civil War.

That said, it's possible that Jimmy is downplaying his skillset, given the fact that there is an Easter egg in Agents of S.H.I.E.L.D. that suggests he still has ties to the organization.
