At one point early on in the film, Apocalypse stumbles upon Storm being chased through the Egyptian market (it's basically the exact same sequence as the one in Aladdin when he sings about being a Street Rat) and goes to help. When the law-abiding citizens then turn on him, he literally makes one of them die in exactly this manner...

Also, Apocalypse's recruitment policy is not up to what it usually has been in the comics. Rather than hand-picking powerful figures, he stumbles upon Storm entirely by accident, and then Psylocke too, then she tells him about Angel; it's only really Magneto who is recruited on his power set and reputation (and even then he's incidentally discovered thanks to his news report airing at JUST the right time). It's all very nicely tied up for him.
