Generally, when a game is cancelled, it's not something that's down to those working on creating it. Many a time those working on a cancelled project are those hit hardest, because not only do they have to stop doing their jobs, but they also lose the ability to use this game to showcase their work when looking for further work.
However, in rare cases, a game's creation can stop because of the creator. Anyone who is aware of Fez's creator, Phil Fish, is likely pretty unsurprised that he is one of such creators.
Regardless of your personal opinions on Fish - who's rants on the internet and gaming can still be found to today - it's fair to say he's a temperamental individual. This quick-to-anger nature would collide with the podcast GameTrailers' host Marcus Beer, and the two would get to a spot of good old fashioned Twitter arguing.
This would prove to be the final straw for Phil and his catalogue of internet beefing, who would then announce the cancellation of the recently announced Fez II - much to the surprise of his company, who didn't appear to know beforehand. Given Phil Fish has announced he wishes to sell rights to the game and his company, it seems like it is currently cancelled for good.
