9. G-Man - Half-Life

While it's fair to say that Half-Life's G-Man is more of a complex and ambiguous character, he's nevertheless introduced as an opposing entity to protagonist Gordon Freeman, offering him a simple choice at the end of the first game - join him or die.
G-Man certainly makes his screen time count, whether being randomly visible in the background of scenes or showing up to speak shadily about what's going down, but across the seven main Half-Life games to date, he's appeared on-screen for just north of 20 minutes.
Considering that even on the lower end you're looking at over 30 hours to beat all seven games, that means that G-Man appears in the franchise for only around 1% of its play-time.
Again, all of his appearances are extremely memorable, but given how important and iconic he is, it's honestly surprising he's not around for longer.
Valve could've milked him way harder than they have so far, but restraint is also an admirable creative virtue.
