7. Emperor Scolar Visari - Killzone

Emperor Scolar Visari is the main villain of the Killzone franchise, the leader of the nefarious Helghast army and basically the game's answer to Space Hitler.

However, Visari's screen time is incredibly minimal. In fact, his only notable appearance in the first game is with a fist-pumping, Nazi-coded speech to his army in the opening cutscene.

We get a little more from Visari in Killzone 2, though the bulk of the heavy lifting is nevertheless done by his underling Colonel Radec, who is actually the game's final boss.

Instead, Visari shows up for a brief speech once again at the start of the game, vanishes until a brief appearance mid-game, and then returns once more for the final cutscene, where he's executed by an enraged Rico.

All in all, Visari is probably in both games for barely 10 minutes total, and if one wants to be cynical about it, it's probably because when you've got an actor of Brian Cox's repute playing the part, every minute of voice acting drives the budget up considerably.
