6. Ryuji Goda - Yakuza Kiwami 2
Yakuza Kiwami 2's primary villain is Ryuji Goda, and given that he's prominently featured on the game's box art alongside hero Kazuma Kiryu, it's fair to assume that we'll be seeing a lot of him throughout the game.
And yet, Goda's screen time totals around an hour throughout the game, which isn't much at all when you consider that even players who steamroll the critical path will spend around 16-18 hours reaching the end.
Now, the Dragon of Kansai certainly makes a ton of impact every time he shows up in the game, his charisma, sense of honour, and ferocity in battle making him an easy fan favourite antagonist in the franchise.
But compared to most major villains in the Like a Dragon/Yakuza series, he basically shows up for a cup of coffee. It doesn't help that his appearances are so sporadic, turning up for a brief spell only to sometimes disappear for hours before resurfacing.
He's still an S-tier villain for the franchise, but fans were left wanting to see so much more from him.
