8. Skull Face - Metal Gear Solid V: The Phantom Pain

On paper, Metal Gear Solid V: The Phantom Pain's Skull Face seemed like a quintessential Metal Gear antagonist.

With his neat character design, awesome voice, and Bond villain-worthy plan to release a parasite which wipes out the English language, Skull Face was surely another home run for franchise creator Hideo Kojima.

But Skull Face ends up feeling like something of an afterthought in the final game. 

For starters, he's not actually in the main story that much at all, a sure consequence of Kojima's decision to make Metal Gear Solid V less reliant on lengthy cinematic cutscenes than previous games.

But the real crime is that players never get to battle Skull Face directly - there's no epic, creative boss fight with the guy, and he's instead killed in a cutscene by Huey Emmerich of all people.

Though Kojima has stated in interviews that he deliberately withheld a Skull Face boss battle in order to comment on the emptiness of revenge, ultimately there are many Metal Gear fans who felt that Kojima squandered an extremely promising villain as a result.
