7. General Skorge - Gears of War 2
Gears of War 2's main villain is General Skorge, the High Priest of the Trinity of Worms - a title alone which is badass enough to strike fear into the hearts of his enemies. That is, you.
Skorge is promoted to High General of the Locust Army after the death of General RAAM at the end of the first game, and in addition to his supremely cool, Predator-inspired character design, protagonist Marcus Fenix even straight-up says that RAAM is a pushover compared to him.
And many of Skorge's actions live up to this - for one, the guy cuts a Centaur tank in half with his double-bladed chainsaw staff
But his backstory is disappointingly vague, he doesn't have much screen time throughout the campaign, and his boss fight is a huge letdown, beginning as a tiresome QTE-fest and ending as an on-rails shooter.
The Gears of War books do a far better job of developing Skorge as a more interesting villain than the mere superficial ass-kicker he's presented as in the game. What a waste.
