Ever since the emergence of video games with even a hint of a story in the 1980s, its always been the default that the player will make all their decisions with the greatest good in mind, like some kind of pixelated Jeremy Bentham.
However, ever since gaming has moved away from simplistic levels of linearity, games have often included moral quandaries that have left players everywhere needing to really think about their decisions before deciding how to go forward.
This is only compounded in non-linear titles that allow the player to go back to see how the consequences of their actions have either harmed or benefitted those in the world around them.
Sometimes, the evilest decision available to the player is attractive solely due to curiosity. Role-playing games are a perfect example of this. I mean, sure, you could just leave a vastly populated settlement containing children to continue to thrive without your intervention... Or you could blow it to smithereens solely for monetary gain.
The mere inclusion of some of these moments proved enough to provoke international controversy with the player committing some truly villainous deeds.
10. Fallout 2: Killing Frank Carlson
The first, but certainly not the last time the Fallout series will feature on this list, Fallout 2 is a game loaded to the brim with depravity and villainy of the highest order.
Though the later games would utilise improved graphic capabilities to better visually demonstrate a post-apocalyptic world, the first to PC exclusive titles in the series really capture the nefariousness of a world where ethics are optional and self-preservation is the number one priority.
This is perfectly encapsulated by the Fallout 2 mission wherein the Chosen One is tasked with assassinating the New California Republic's Vice President Frank Carlson.
Now, you may say that killing in cold blood is pretty par for the course for the Fallout series and this isn't really that out of the ordinary, and on the surface, you'd be correct. But it is the manner in which you are able to kill Carlson that is truly evil.
If the player chooses to, they can plant a bomb Carlson's young son then instruct him to run towards his father, killing them both.
