The subreddit has spent years gathering all the possible clues and sources from the game, and eventually they did come up with the full official answer as to who the ghost is.
It turns out that the spirit is Jolene Cranley-Evans, the late wife of one of Los Santos' mayoral candidates, Jock Cranley, who murdered her while they were out hiking.
