2. Scott Shelby - Heavy Rain
Poor David Cage. There's no doubt that the famous game designer has a lot of vision and imagination. Between Omikron, Indigo Prophecy, and Heavy Rain, he has some really interesting ideas that ALMOST come together. But inevitably, most of his stories end up going totally off the rails.
Heavy Rain is a game where you alternate between four characters all hunting down the same serial killer, the Origami Killer. So, who is the Origami Killer? Well, it turns out he's one of those four characters: private detective, Scott Shelby.
Through a series of flashbacks we learn not only of Shelby's motive - killing kids in his search to find a father who would sacrifice himself for his child - but we also see that the game was basically just lying to us whenever we controlled him, not showing us what REALLY happened.
Not only is Shelby disappointing because of his ridiculous motive, but we never even get much insight into that reasoning or his personality, since the game is just lying to us whenever we control him, or view his thoughts. We get no insight into who he is beyond a flashback and a monologue, so his character never develops, leaving us to wonder why we bothered with this guy at all.
