Ice has always been a fairly rare Pokémon type, despite the usefulness of some of its moves against the likes of Dragon and Ground types. The first family of pure ice-types, Snorunt and Glalie, didn't appear until Generation III (and were supplemented by an additional ice/ghost evolution in Generation IV), which led to the addition of two more in Generation V. One of these was based on polar bears, one of the most notable animals that had yet to be the basis for a Pokémon at that point. The other was based on ice-creams. Yes: ice creams.

Pokémon based on inanimate objects have become more and more prevalent as the animal kingdom has been exhausted as an inspiration. Some of these have worked, whilst some have been downright jokes. Vanillite, Vanillish, and Vanilluxe definitely fall into the latter category.

The evolution of Doduo to Dodrio has long been considered dull given that the creature merely gains an additional head, which was replicated with Vanillish as its evolution sees it become a double ice-cream cone (with one scoop gaining a flake) rather than a single one, not that you'd want to grind something so ridiculous up to level 47 in the first place...
